A Thai company with subsidiaries in Cambodia, Laos, Myanmar and Vietnam (CLMV) cannot reuse the head office's AI course unchanged in every country, because three things differ by country. The first is which tools are available. As of 3 Nov 2026, Claude, ChatGPT and Gemini are available in Vietnam, Laos and Cambodia. But Anthropic's country list does not include Myanmar, and its policy says use while located in an unsupported country is not allowed, even for employees of a company based in a supported country. The second is language. Microsoft Copilot for work accounts accepts prompts in Thai and Vietnamese, but Lao, Khmer and Burmese are not on its list. The Gemini app supports Lao and Khmer. The third is data law. Vietnam has a new personal data protection law (Law No. 91/2025/QH15), in force from 1 Jan 2026. It counts using a platform outside Vietnam to process personal data stored in Vietnam as a cross-border data transfer. Vietnam also has an AI law (Law No. 134/2025/QH15), in force from 1 Mar 2026. Laos and Cambodia do not yet have a new personal data protection law. This article has country-by-country comparison tables and a template for adapting the course for subsidiaries.
Checked against the providers' official pages and the text of Vietnamese law in Vietnam's Official Gazette (Công báo) on 3 Nov 2026. This article is not legal advice. Confirm compliance in each country with a local legal adviser.
Which tools are available in each country
| Country | Claude | Microsoft Copilot | ChatGPT | Gemini (app) |
|---|---|---|---|---|
| Thailand | Available | Microsoft says it is available in more than 170 markets, with no country-by-country table | Available | Available |
| Vietnam | Available | Same as above | Available | Available |
| Laos | Available | Same as above | Available | Available |
| Cambodia | Available | Same as above | Available | Available |
| Myanmar | Not on the list | Cannot be confirmed | Available | Available |
In practice, if the group buys Claude Team or Enterprise at the head office in Thailand, staff who work in Myanmar still cannot use it under Anthropic's policy. The subsidiary in Myanmar needs a different main tool.
Local languages
| Language | Claude | Microsoft Copilot (work account) | ChatGPT (interface language) | Gemini (app) |
|---|---|---|---|---|
| Vietnamese | Interface not in this language, but you can chat in it | Supported | Supported | Supported |
| Thai | Interface not in this language, but you can chat in it | Supported | Supported | Supported |
| Lao | Interface not in this language, but you can chat in it | Not on the list | Not on the list | Supported |
| Khmer | Interface not in this language, but you can chat in it | Not on the list | Not on the list | Supported |
| Burmese | Interface not in this language, but you can chat in it | Not on the list | Supported | Not on the list |
Microsoft says Copilot supports fewer languages than its interface does. A prompt in an unsupported language gets an error message, even when the interface has been translated into that language. Anthropic says users can chat with Claude in any language, even when the interface is not available in it. For how each tool handles Thai, see AI and the Thai language (in Thai).
Data and AI laws to teach
| Country | Status as of 3 Nov 2026 | What to put in the course |
|---|---|---|
| Vietnam | Law on Personal Data Protection No. 91/2025/QH15, in force 1 Jan 2026. Decree 13/2023 ceased to have effect the same day · Law on Artificial Intelligence No. 134/2025/QH15, in force 1 Mar 2026 | Entering personal data into a tool that processes it outside Vietnam may count as a cross-border data transfer · Labelling AI-generated content |
| Laos | Law on Electronic Data Protection No. 25/NA, dated 12 May 2017 · A national AI strategy is being drafted | The principle of not entering personal or confidential data, under the same rules as the rest of the group |
| Cambodia | No general personal data protection law in force yet · The draft law passed a validation workshop on 5 Aug 2026 | Use the group's rules, and follow the draft law |
The details of Vietnamese law that the group's legal team should know:
- Cross-border transfer. Article 20(1)(c) of Law No. 91 counts an organisation's use of a platform outside Vietnam to process personal data stored in Vietnam as a cross-border transfer. The party making the transfer must prepare an impact assessment dossier and send it to the data protection authority within 60 days of the first transfer.
- An exemption that matters for HR. Article 20(6) exempts organisations that store their own employees' personal data on cloud services.
- Penalties. A legal entity that breaches the cross-border transfer rules can be fined up to 5% of its previous year's revenue.
- Consent. Silence or no response does not count as consent (Article 9).
- AI law. An organisation that uses AI in its work must say so clearly when it publishes content that AI created or edited and that may mislead people about real events or people. It must also label content that simulates the appearance or voice of a real person (Article 11). Systems in use before 1 Mar 2026 have 12 months to comply, and 18 months in public health, education and finance.
At regional level, ASEAN adopted a guide on AI governance and ethics in 2024, and an expanded edition on generative AI in Jan 2025. It notes that staff may accidentally disclose confidential information while chatting with AI. For a comparison with Thai law, see PDPA and AI use (in Thai).
A template for adapting the course for subsidiaries
| Part of the course | Shared with head office | Adapted by country |
|---|---|---|
| The group's AI use policy | Principles, data that must not be entered, and the channel for reporting incidents | Add local law, such as Vietnam's cross-border transfer rules |
| Tools used for practice | The group's main tools | Change the main tool in countries where a tool is not available, such as Claude in Myanmar |
| Language of teaching and examples | The same course structure | Teach in the local language or in English, and practise prompts in a language the tool supports |
| Practice tasks | Documents, emails and reports used across the group | The subsidiary's real work, such as import and export documents or reports to head office |
| Assessment | The same evaluation form, to compare across countries | Translate the evaluation form into the learners' language |

From our training rooms
On 1 Nov 2026 we flew to Vientiane Capital, Lao PDR, to teach a full-day Claude Cowork Fundamentals course to staff of Lianxai Lohakit at its head office. The learner evaluation score was 4.89 out of 5.00 (our dated training record). What we had to prepare differently from teaching in Thailand was to check in advance that the tools and languages learners would use in their real work were supported in that country.
